  Development of rural farm gate infrastructure


Manipur is located in the eastern most corner of NE states bordering with Myanmar Country and Assam, Nagaland and Mizoram states. The present rail connection is at Jiribam, neighboring Silchar district of Assam. Moreh is a border town with Myanmar. Besides, Manipur is divided into 9 (nine) districts, 4 (four) in the valley and 5 (five) in the hill areas.
There is no direct sea route connection with Manipur. Imphal Airport connects with the rest of the Country. Being a hilly State, (ninth tenth of the total geographical area is hilly regions), there has been always facing poor connectively and transportation of all the parts of the States even through   3 (three) Natural Highways, NH – 39, NH – 150, and NH – 53 connects the region.  

Supply in logistic Centres/integrated facilities may be created in 12 Centres of the State to ensure and uninterrupted supply of raw materials particularly fruits and vegetables to the Food Processing Units. The State Govt. is considering to establish Integrated Cold Chain, packing and infrastructure development in 5 hills districts in the 1st phase and 7 in 4 valley districts in the 2nd phase. Actions have taken up for preparation of DPR for 5 hill districts under the guidelines of 11th Plan schemes of the Ministry and other Ministries. Identification of Clusters of Food Processing Industries in respect of Bamboo shoots, Mushroom, Passion fruit, fish drying units and fish and meat dressing units and other fruits & vegetables are under consideration of the Govt. These Centres will include facilities for primary processing facilities to give full support to the existing FPI units. Food Park established at Nilakuthi will have the common facilities like Weigh Bridge, Ware house, Cold Storage, Quality Control Laboratory, Effluent treatment, post office, banks, dedicated water and power supply etc. About 50 – 60 FPI units will be accommodated in the Food Park, having Project Cost of Rs. 3172.40 lakh.

Establishment of Integrated Cold chain, value added Centre, Packaging (Minimal Processing Centre at the farm level having. Weighing, Sorting, grading, Waxing, Packaging, pre-cooling, CA/MA Cold Storage, normal Storage and IQF, Mobile Pre-cooling vans and refer trucks, Distribution hubs, Processing Centres, Collection  ……. etc.).
Creation of a Food Processing Information Systems (FPIS) is very important initiative by the Ministry to link will all the States and their Food Processing Units. A website of the Department of Commerce & Industries, Manipur, is going to launch shortly which is fully supported by Food Processing Industries Division of the Department. Creation of FPIS is amount with the support of the Ministry.

Proposal: Central to bear all the costs for establishment of Food Processing Information System (FPIS).
Food safety and quality is very important issue in the World today as Food consumed by human being is concerned with health. The Food Safety and Standards Act, 2006 is a step forward towards this. The State Govt. is considering to set up three time Food Safety and Quality Control measures through establishment of 1 (one) Food Testing Laboratory at Moreh under Indo-Myanmar Border Trade, 1 (one) at Food Park at Nilakuthi, and 1 (one) at Food Processing Training Centre, Complex, Porompat, Imphal East. The 1st one is to check the food infiltrations from Myanmar and south Asians Countries (International level), the 2nd one is to ensure food safety and quality of the processed food products by FPI units (Regional level) and the 3rd one is to give awareness/training to the entrepreneurs/FPI units and general public about the food safety and quality control in general (Local Level).

  • Lack of infrastructure facilities at the farm gate.
  • No. post harvest processing facilities etc.
  • Lack of Cold Storage facilities.
  • Lack of training facilities.
  • Lack of awareness

Proposal: To setup 3 (three) Quality Control Laboratories, Moreh – International/National Level, Food Park at Nilakuthi at Regional Level, Food Processing Training Centre, Local Level.

To meet the Vision 2020 targets, it has been estimated that a huge investment is required.
The food processing industry is employment intensive. Appointment of Technical manpower in the field of Food Processing/Technology are required by creation of suitable posts to man the above proposed projects/schemes in the Department of Commerce & Industries as there is one post created so far.


  • A huge fund is required to match the assistance of the Central Government.
  • Implementation in PPP mode.
  • Creation of Technological posts on Food Processing Industries/Food Technology and appointment.

Policy support of Govt. of India:

  • A new trade policy placing increased focus on agro-based industries.
  • Food processing industries were put on the list of priority sectors for bank lending.
  • Fruit and vegetable processing units were completely exempted from paying excise duty.
  • Automatic approval for foreign equity up to 100 percent was permitted for food processing units.
  • Items like fruit and vegetable products, condensed milk, ice cream and meat production were completely exempted from Central Excise Duty.
  • Excise duty on aerated drinks was reduced to 16 percent from 24 percent.

Issues: - State Govt. needs to implement above policy in the State.
