  Food Processing Policy

Central:  Ministry of Food Processing Industries, Govt. of India’s initiative for framing of a separate policy of Food Processing Industries in 2005 is great boost for the Country towards to development of this sector.

States: Manipur does not have a separate policy for Food Processing Industries. In view of the recent developments, and initiatives taken up by the Ministry a separate Policy for Food Processing Industries in Manipur is in active consideration of the Government.

Existing Policies:   1) Industrial Policy of Manipur, 1996 and amendment of this Policy is under process.
2) North East Industrial and Investment promotion Policy (NEIIPP), 2007
Proposal   : Framing of a separate Food Processing Policy in Manipur.

Vision 2020: Vision, Strategy and Action Plan
The North Eastern Region Vision 2020 identified the region as one of the World’s biodiversity hotspots, it hosts species-rich tropical rain forests and supports diverse flora and fauna and several crop species because of the richly endowed with natural resources. However, it has not spelt out any specific vision for the Food Processing Industries sector. The Ministry’s vision 2020 will visualized the need of the development of Food Processing Industries in their region as NER is the most resourceful area for the development of this sector in the Country.
Taking the opportunity of the 11th Plan scheme of the MOFPI, Govt. of Manipur is looking forward to the growth this sector.

Proposals:

  1. Integrated Cold Chain having the Components in 11 Centres:
  2. Minimal Processing Centre at the farm level including weighing, sorting, grading, waxing, packing, pre-cooling. CA/MA Cold Storage, normal storage and IQF.
  3. Mobile pre-cooling vans and reefer trucks.
  4. Distribution hubs with CA/MA Chamber/Cold Storage/Variable Humidity Chambers, Packing facility, CIP fog treatment, IQF and blast freezing.
  5. Modernization of Abattoirs          –          setting up in PPP mode.
  6. Human Resource Development    –          upgradation of existing Single line

Food Processing Training Centre into a Multiline Training Centre by introducing Diploma courses in Food Processing technology, EDP/Training FPI sector Awareness programme etc.

  1. S. Kula Women’s College, Nambol, Bishnupur District, introduced a course on Food Processing Technology with the assistance of Ministry of FPI, GOI, under Manipur University.
  2. ITI, Imphal East & West is also introducing Diploma Course on Fruit & Vegetables preservation under World Bank assistance.
  1. Implementation of HACCP/ISO 2000, Food Safety and Quality Management system.
  2. R&D in foods and process food sector in Universities and other institutions
  3. Setting up of Food Quality Control & Testing Laboratories. (1 one) under Indo-Myanmar Border Trade, 1 (one) in the Food Park at Nilakuthi and 1 (one) at Food Processing Centre Complex, Porompat, Imphal East.
  4. Implementation of Quality of Street Food at Imphal City.
  5. Setting up of new FPI Units, Modernization/Upgradation of existing Units.
