MAJOR ACHIEVEMENTS OF THE DEPARTMENT OF COMMERCE & INDUSTRIES, MANIPUR DURING LAST 4 YEARS OF
THE PRESENT TERM OF THE SPF GOVERNMENT

Handlooms
The Department had identified 96 Nos. of Handloom Clusters to cover 48000 handloom weavers directly and 20,160 handloom weavers indirectly in the State under the Integrated Handloom Development Scheme (IHDS) . The Govt. of India had sanctioned 33 Nos. of handloom cluster during 2007-08 and 2008-09 for covering 16500 handloom weavers.
In the year 2008-09, the Department provided financial assistance to 1093 Nos. of Primary Handloom Weavers Cooperative Societies with the provision of Rs.300.00 lakh to promote the marketing of handloom fabrics. In the year 2009-10, the Department provided financial assistance to 1395 Nos. of Primary Handloom Weavers Cooperative Societies with the provision of Rs.800.00 lakh to promote the marketing of handloom fabrics. The first three Handloom Clusters were launched by Shri Y. Erabot, Hon’ble Minister of Commerce & Industries on 20-11-2009.

A total of 5500 Nos. of handloom weavers has been covered directly through these 33 Nos. of Handloom Cluster Projects in Manipur. A Buyer-Seller Meet was organized as part of the component of the scheme on 09-4-2010 at the Classic Hotel, Imphal.

A total of 44,507 weavers have been enrolled till July 2009 with a total claim settlement of 337 claims involving an amount of Rs.16.93 lakh under Health Insurance Scheme. The State Govt. has contributed its share of Rs.2.00 lakh in 2008-09 and another amount of Rs.5.00 lakh is contributing in the year 2009-2010 and Rs.25.00 lakh in 2010-11. In the year 2009-10, 18 health camps were organized and 12,111 patients were examined .

An expert Committee has identified (i) Moirang Phee, (ii) Saphee-Lanphee and (iii) Wangkhei Phee and  submitted to Ministry of Textiles, Govt. of India for registration with the Registrar of Geographical Indications, Chennai.

The Department has sponsored Mera Houchongba and Ningol Chakouba Exhibition in the years 2008-09 and 2009-10 at Hapta Kangjeibung, Imphal. The Department, in association with Textile Commissioner (Kolkata) organized Exposure visit of 11 weavers in 2008-09 at Bhiwandi, Erode and 20 weavers to Assam. A One-Day seminar-cum-workshop was jointly organized  on development of Powerlooms and Garment Industries. by the Department, Textile Commissioner (Mumbai), Powerloom Development and Export Promotion Council (Mumbai), Indian Jute Institute and Research Association (Guwahati) on 21-7-2010 at the Calssic Hotel, Imphal. The seminar was participated by enthusiastic 280 Nos. of entrepreneurs and weavers.

Handicrafts

Under the schemes of Handicrafts 108 Master Craft persons were honoured with State Award with an expenditure of Rs. 4.00 lakhs. 60 handicrafts units, 80 kouna crafts units and 80 artisans were benefited with an expenditure of Rs. 8.00 lakhs. 1 (One ) Craft  Museum is under construction for preservation and display of valuable handicrafts products.  The Survey and Census of Handicrafts units for  3 districts were completed.

Food Processing Industries

(i) 114 Huller Rice Mills were modernized  (ii) 138 work sheds for traditional bamboo shoot processing were constructed, (ii) 315 Insulated Boxes were distributed to 315 fisherwomen (iv) 36 sets of machinery & equipments to  Ex-Trainees to set up cottage scale FPI units were distributed, (v) 553 unemployed youths were trained in Food Processing Industries. Further, Food Fair Moreh-2009 was organized from 28-31st October 2009, along with Seminars at Moreh to showcase our food products to Myanmar and South East Asian Countries. For the first time, recipe of Manipur traditional foods is also being developed. Other activities are (a) Training on Food Processing Industries (b) Seminar/Workshop on Modernization of Huller Rice Mills and (c) Awareness/Workshop on Implementation of APEDA scheme. Encouragement for setting up of 7(seven) Food and allied units by NGOs/Companies have been made and also in export of processed food products outside the state. Necessary action for Implementation of Food Industries Cluster for Imphal city has also been started in association with MSME-DI, Govt. of India, Takyelpat, Imphal.

Food Park at Nilakuthi:

The State Govt. established a Food Park at Nilakuthi with a project cost of Rs.3172.40 lakh (revised) to provide common facilities, like, cold storage, warehouse, quality control labs, packaging, tool room, power and water supply, sewage treatment etc. This park will provide facilities to set up 40-50 Food Processing Units with directly employed to 200-300 persons but also thousands of farmers, traders, businessmen,etc. The sharing of fund for the Project is
Rs1198.24 lakh from State including Rs. 726.00 lakh under Special Plan Assistance, Rs. 1574.16 lakh from NABARD as loan and Rs. 400.00 lakh as grant-in-aid from, Govt. of India. Besides, State PWD has started construction of Bailey bridge connecting NH-39 and Food Park, Nilakuthi. The project is targeted to complete by March 2011.

Indo-Myanmar

An Integrated Check Post (ICP), Moreh is being developed by acquiring 45.50 acres of land. It will facilitate speedy movement of export-import consignments  in the emerging scenario of India’s Look East Policy. It is also one of the several measures of the Government to promote trade link with South East Asia in the backdrop of the proposed Trans-Asian Highways Project.

The exchangeable items have been  increased to 40 lists during the period. The, Govt. of India has issued permission for import of Rice of 30,000 MT from Myanmar to solve the problem of shortage of rice in the State A team of Myanmar trade delegation comprising 17 (seventeen) in numbers arrived Imphal during 3 to 6 September, 2008 by land route. Various dignitaries from the Embassy of India at Yangon, Royal Thai Embassy, New Delhi, Planning Commission, Central Team comprising Ministry of Commerce, Ministry of DONER, Customs Commissioner, Shillong, officer from PMO, etc. visited the border town, Moreh to take stock of the bilateral trade. A team of Sub-Committee II of the Department Related Parliamentary Standing Committee on Commerce visited to Manipur on 27-29 May 2008

A Ground Level Survey is under process by the Economics Department of Manipur University to assess the potentials for the State’s export-import to draw a road-map and frame a policy for promotion of export-import specific to the State’s own requirements.

A Buyer Seller -cum- Ground Level Officials Meet at Tamu during 16-17 May, 2010 with State’s Food Analyst was arranged and an Export Awareness Workshop was organized 6/8/2010 at Imphal to familiarize the increase of items.

Prime Minister’s Rojgar Yojana(PMRY)

            The scheme has been implemented in Manipur since 1993-94 till 2007-08 and it was discontinued from 2008-09 as it has been merged to the new scheme Prime Minister’s Employment Generation Programme (PMEGP).  During the years 2006-67 and 2007-08, 458 applicants were befitted with an amount of Rs.289.17 lakh

To generate employment opportunity through establishment of micro enterprises in rural as well as urban areas  the scheme is jointly implemented through State KVIC Directorate, State Khadi and Village Industries Board (KVIB), DICs and Banks. Due to various reasons the scheme could not be implemented during 2008-09.  During the year 2009-10, Banks sanctioned 90 proposals and a sum of Rs.70.55 lakh was disbursed for 80 project proposals.
